  No. All of the bay area cardrooms are 21+. I believe it's state law.

      My friends played at River rock, they don't sever alcohol and it is a restaurant. I hear it is 18 and older. When you go to their site www.river-rock-casino.com/ it does not say anything about poker. But I know my friend was playing nl holdem there and lost. you might want to give them a call before heading up.
